​Ms. Ellen Richard-Madisa started her career as a financial sector regulator in 1991 until 2021 when she was appointed as Permanent Secretary, Ministry of Mineral Resources, Green Technology and Energy Security.
She holds Master of Commerce in Economics from the University of Witwatersrand and Bachelor of Commerce, (Management) from the University of Botswana. She also holds an Associate Diploma in Banking and as well as Diploma in Political Economy from Turin Center, Italy. She previously worked at the Ministry of Finance and Economic Development as National Coordinator, Anti-Money Laundering and Combating the Financing of Terrorism, as well as Deputy Permanent Secretary for Finance and Administration. Ms Richard-Madisa was appointed Deputy Permanent Secretary for Financial Policy in 2009. She also worked at Bank of Botswana where she started her career in 1991 until 2003 when she joined the Ministry of Finance and Economic Development.
Ms Richard-Madisa has represented the Botswana Government on various Boards as a Ministry Representative.
