Olesitse Harold Masimega

Permanent Secretary Ministry of Finance

Current Permanent Secretary (Appointed on 1st December 2022) and Accounting Officer for the Ministry of Finance. A seasoned Public Finance Management practitioner and specialist with over 34 years of experience in the public sector as an employee of the Ministry of Finance. Started work on the 23rd May 1988 after completion of B'Com studies at the University of Botswana. Has held various positions in the Ministry ranging from entry level grade of Assistant Finance Officer, through middle management and senior management to the current executive level position of Permanent Secretary. Doubled as Botswana's PFM Reform Programme Steering Committee Chairman in his predecessor position of Secretary for Development and Budget with overall responsibility to oversee coordination of implementation of the country's Fiscal Reform Programme. As the founding PFM Reforms Coordinator.

He has led the coordination effort from inception stage in December 2010, as Coordinator to date but now as Chairperson of the apex structure cited above. Through his leadership Botswana has made strides in visibly reforming its PFM eco-system where evidence of real programme outputs is evident as attested to by various assessment reports by independent local and independent assessors. Under his overall guidance, Botswana has delivered on developing and installing a credible Medium-Term Fiscal Framework and has made great strides towards putting in place a Medium-Term Expenditure Framework, a Medium Term Debt Management Strategy and a Transition to Accrual Basis Accounting Roadmap in the last few years.

His long career in the Public Service has seen him seconded to both the Ministry of Agriculture and the then Ministry of Works, Transport and Communications in the early 1990s. His previous assignments include assignment to the African Union's (AU) Senior Finance Technical Experts Group (F15 Tech) as part of a 15 member team drawn from 15 member states to develop and design a long-term sustainable financing model for the AU. He has also served on secondment at the then new public university, Botswana International University of Science and Technology's (BIUST) Project Implementation Team from May 2007 to April 2010. There he headed the Directorate of Finance and Administration as Director, a senior management position. He was instrumental in designing and developing the BIUST founding Financial and Procurement Regulations and its Integrated Financial Management System as well as making a seminal input into the design of its founding remuneration structure.

Mr. Masimega holds a Bachelor's Degree in Commerce from the University of Botswana and numerous other professional skills and qualifications acquired in his extensive career.
